Col (Rtd) Dr. Sebaganji, has over three decades of professional experience in the management of health
services across various countries: Rwanda, Burundi, Mali, Somalia, and Ethiopia.
Col (Rtd). Dr. Sebaganji is a Medical Doctor, a Lawyer and a Colonel (Rtd) from Rwanda Defense Forces.
Throughout his career, Col (Rtd). Dr. Sebaganji had more than 26 years serving as a military in the
Rwandan Defense Forces across national and international areas facing serious medical challenges
especially in Darfur, Central Africa Republic, South Sudan and Somalia.
In addition, Col (Rtd). Dr. Sebaganji worked for more than 10 years as a judge in the military jurisdictions
working on the management and judgement of civil and criminal cases in Rwanda. As a Medical Doctor
and Lawyer, Col (Rtd). Dr. Sebaganji served as the legal advisor to both the Rwanda Medical Court and
the National Prosecution Authority handling medical malpractice cases.
Currently, Col (Rtd). Dr. Sebaganji works as an Adviser in the office of United Nations Institute for
Training and Research (UNITAR) in Bamako-Mali.

Mr. Abajobir has a wide range of experience in senior-level leadership and management positions with international NGOs. He has led and managed programs in HIV/AIDs, sexual and reproductive health, malaria, tuberculosis, eye health, disability, inclusive education, health systems strengthening and micro-finance, among other topics.
Most recently, Mr. Abajobir served as the Ethiopian Country Manager for the Australian based Fred Hollows Foundation, where he led and managed the country’s eye health program from its inception to its scale-up, with an annual budget of over $15 million USD, funded jointly by USAID, DfID and the Australian DFAT. Prior to this, Mr. Abajobir served as the Country Director for Drew Cares International in Rwanda, the Country Director for Project HOPE in Mozambique and the Program and Project Manager for Save the Children in Mozambique. He has also provided leadership, management and technical oversight to an Africa Region HIV/AIDS program based in Malawi, and served as a technical specialist for global programs based in the U.S.
Mr. Abajobir holds a Masters in Public Health from the University of Leeds in the UK, a Diploma in Health Promotion from the University of Tampere in Finland, and a Bachelor of Science in Life Science from Addis Ababa University in Ethiopia.

Dr. Orikiiriza (MB.Ch.B, MMED, PhDc) is an experienced senior clinician with over 10 years of practice in Pediatrics and Child Health. For the past decade, she has worked at the Rwanda Military Hospital in various capacities, including as the Head of the Pediatrics and Child Health Department and spearheading the foundation of the Research Department, and currently as a Senior Pediatric researcher. Under her leadership, the hospital’s laboratory rose to achieve a four-star accreditation through the Strengthening Laboratory Management Towards Accreditation Program. As a result, her work was recognized and awarded with the first clinician-laboratory championship award.
Dr. Orikiiriza also works as a research fellow associated with the Infectious Diseases Institute, College of Health Sciences, at Makerere University, as well as with the Umea Infectious Diseases Institute in Sweden.
Dr. Orikiiriza’s research primarily seeks to understand the immunopathogenesis of co-infections such as malaria-pneumococcal, Tuberculosis in HIV-infected and -exposed children, malnutrition in HIV, and Hepatitis B and C in children. She has published work on metabolomics, proteomics and lipidomics of diseases, particularly of malaria.
Dr. Orikiiriza earned her PhD in Immunology from Trinity College in Dublin, focusing her thesis on the role of nutrition as a determinant of clinical, immunological and pharmacological outcomes in HIV-infected children.

Eugene Sangano, MBA, MSc, is the Founder and Executive Director of Alliance for Healthy Communities. A global health leader with over 20 years of experience in Sub-Saharan Africa, Eugene has held numerous managerial roles in program management, program implementation, monitoring and evaluation, and NGO leadership. He has spent more than 10 years leading the DHAPP/RDF HIV Prevention country program in Rwanda. Under his leadership, the program has been successful in raising HIV awareness among the military, their family members, and communities around military installations and health facilities in Rwanda. The program has also played a key role in health system strengthening by positioning RMH as a key pillar of comprehensive HIV services in Rwanda.
Before joining AHC in October 2017, Eugene worked with Drew Cares International in Rwanda since 2007, where he served as the Country Director from 2013 to 2017, and as Program Development and Strategic Information Director from 2007 to 2013. Prior to that, he worked at Population Service International (PSI) as an Information Services Manager from 2004 to 2007. Mr. Eugene holds a master’s degree in business administration from the Maastricht University- Maastricht School of Management, Netherlands (2012), an MSc in Global Health Delivery from the University of Global Health Equity, Rwanda (2017), and a Bachelor of Science from the University of Rwanda (formerly known as the Kigali Institute of Science and Technology) (2004).

Dr. Charles L. Hilliard is a clinical psychologist, Assistant Clinical Professor, Charles R. Drew University of Medicine and Science, and Clinical Director of SPECTRUM Community Services and Research, a mental health center in South Los Angeles serving individuals living with and affected by HIV/AIDS.
Dr. Hilliard has dedicated himself to developing, establishing and leading HIV prevention, treatment and care programs in South Los Angeles, Rwanda and Zambia, particularly through the twin principles of capacity building and developing local leadership. For the past 23 years he has focused his clinical and research activities on mental health, HIV and under resourced communities, including the incarcerated, post-incarcerated, men who have sex with men, and adolescent girls and young women.
